IL SB3772

Establishes the Illinois License to Carry Firearms for Self-Defense Act, authorizing county sheriffs to issue 3-year licenses to carry concealed handguns to applicants at least 21 years old who meet specified requirements.

Requires applicants to have a valid Firearm Owner's Identification Card, pass background checks for felonies and violent misdemeanors, complete 8 hours of classroom instruction and live firing exercises with minimum standards, and pay $100 for new licenses or $75 for renewals.

Prohibits concealed carry in specific locations including police stations, courthouses, detention facilities, schools, child care facilities, alcohol-serving establishments, airports, amusement parks, stadiums, and places of worship; allows private businesses and government entities to ban firearms with proper signage.

Requires sheriffs to maintain monthly listings of all license holders and transmit to Department of State Police; keeps applicant information confidential except for law enforcement access and limited statistical reporting.

Preempts all local government ordinances inconsistent with the Act, declaring firearm regulation and concealed carry licensing an exclusive state function; effective January 1, 2013.
