Amends the Illinois Public Labor Relations Act to add "manning" to the list of inherent managerial policies that employers are not required to bargain over.

Prohibits arbitration panels from considering manning levels when making decisions in disputes involving fire fighters and fire department or fire district paramedics.

Preserves existing collective bargaining rights for any fire fighter collective bargaining agreements already in effect on the bill's effective date.

Maintains an exception allowing arbitration decisions regarding manning if based on findings of serious safety risks to fire fighters beyond normal job hazards.
