IL SB3777

Requires all collective bargaining agreements between the Governor's agencies and State employee labor organizations to be submitted in writing to the Illinois General Assembly within 10 calendar days of agreement.

Grants the General Assembly authority to approve or reject agreements as a whole by joint resolution, with rejected agreements returned to parties for further bargaining.

Establishes a 30 calendar day approval period after a public hearing is held, during which the General Assembly must vote; agreement is deemed approved if no vote occurs within 30 days of the hearing.

Requires supplemental agreements that would supersede state statutes or rules, or require additional funding, to be submitted and approved through the same process as primary agreements.

Sunsets these approval requirements on January 13, 2015, and amends the Personnel Code to make collective bargaining subject to these General Assembly approval procedures.
