IL SB3791

Amends the Firearm Owners Identification Card Act by prohibiting any unit of local government, including home rule units, from requiring firearm training or instruction as a condition of firearm ownership or possession.

Declares firearm regulation an exclusive state power and function, prohibiting home rule units from regulating the ownership or possession of firearms.

Specifies this section is an explicit denial and limitation of home rule powers under Article VII, Section 6(h) of the Illinois Constitution.

Removes language that previously allowed municipal ordinances imposing greater restrictions on firearm acquisition, possession, and transfer than state law.

Takes effect immediately upon becoming law.
