SB3802 - FY2013 Budget Implementation (Supplemental) Act

• Establishes Home Services Medicaid Trust Fund to receive federal Medicaid reimbursements for home services delivered by the Department of Rehabilitation Services, with funds used for service purchases and administrative expenses.

• Modifies tourism grant program matching fund requirements during FY2013, reducing required match from 100% to 50% of grant amounts for convention and tourism bureaus.

• Reserves $2,000,000 from local tourism funds and $9,800,000 from the Tourism Promotion Fund during FY2013 for the Abraham Lincoln Presidential Library and Museum and state historic sites operations.

• Transfers $500,000,000 to Healthcare Provider Relief Fund in five equal monthly installments ($100,000,000 each) from July through November 2012 to assist with medical assistance bill processing.

• Makes various technical and fiscal adjustments including transfers to estate tax refund fund, modifications to education and regional superintendent funding sources for FY2012-2013, and changes to grant fund suspension dates.
