Creates the College Completion Report Card Act requiring the Illinois P-20 Council to develop a college completion report card template in collaboration with higher education boards by January 1, 2014

Report cards must include student demographics, tuition and financial aid information, performance funding metrics, leading indicators of completion (such as persistence rates and course success), and other measures like licensure rates and transfer rates

Requires the Board of Higher Education and Illinois Community College Board to prepare annual state and institutional report cards by September 30 each year and make them publicly available on websites and provided to prospective students by November 30

Report card data must be disaggregated by age, gender, income, and race/ethnicity to show access and progress for minority and low-income students

Authorizes development of detailed data dashboards for college and university leaders to identify solutions for improving certificate and degree completion rates, with periodic review and updates as needed
