SB3804 Summary

• Establishes a statewide course transferability program administered by the Board of Higher Education to provide online information about transfer courses, course equivalencies, degree requirements, and academic programs across public and private institutions.

• Requires the Board of Higher Education and Illinois Community College Board to conduct a study of student transcripts by June 30, 2013 to identify how credit transfer occurs between 2-year and 4-year institutions and analyze barriers to degree completion.

• Directs creation of an annual Post-Secondary Transfer and Completion Report (after June 30, 2013) using the state longitudinal data system to track course credit transfers, transfer patterns, and student time to degree completion.

• Creates a Statewide Articulation and Transfer Committee chaired by the Illinois P-20 Council with representatives from public universities, community colleges, private institutions, and the General Assembly to review transfer policies and recommend improvements, including development of a common statewide course identifier.

• Authorizes the committee to make recommendations by January 1, 2014 on improving course transfer and articulation systems to reduce student time to degree and educational costs while maintaining education quality.
