SB3806 Summary

• Amends the Illinois Procurement Code to modify reporting requirements for public institutions of higher education, requiring monthly reports to the Chief Procurement Officer and Procurement Policy Board on contracts for professional memberships, events, artistic services, and library materials.

• Establishes that procurements by public higher education institutions for foreign entity contracts, FDA-regulated goods at medical/dental/veterinary facilities, broadcast rights, and grant fulfillment must comply with Code requirements except that registration, certification, and sole source hearing requirements may be waived if compliance is impractical.

• Permits the Chief Procurement Officer, with Executive Ethics Commission approval, to allow higher education institutions to contract with businesses that assisted in determining procurement needs or preparing bid documents if the contract is essential to research and in the institution's best interest.

• Excludes certain higher education procurements from Code requirements, including memberships in professional and academic organizations, event expenditures paid by event revenues or donations, and library materials except textbooks and materials for resale.

• Repeals this Section on December 31, 2014; takes effect immediately upon becoming law.
