Amends Section 456 of the Illinois Insurance Code regarding the establishment of workers' compensation and employers' liability insurance rates.

Requires that insurance charges for employers be based on hours worked by employees in specific job categories or classifications, rather than on wages or salaries paid.

Maintains existing rate-making provisions including considerations for loss experience, expenses, profit margins, and requirements that rates not be excessive, inadequate, or unfairly discriminatory.

Includes mandatory offer of a medical benefit deductible of at least $1,000 per accident in rating plans for workers' compensation insurance.

Allows employers with similar risk characteristics who participate in loss prevention programs or safety groups to pool their premium and loss experience for rate determination purposes.
