Amends Section 456 of the Illinois Insurance Code regarding rate-making for workers' compensation and employers' liability insurance.

For employers correctly classified within the construction industry, insurance charges shall be based on hours worked by employees in specific job categories or classifications, not on wages or salaries paid.

Maintains existing rate-making standards requiring consideration of loss experience, expenses, profit margins, and other relevant factors, while ensuring rates are not excessive, inadequate, or unfairly discriminatory.

Requires rating plans to include a mandatory offer of a medical benefit deductible with a minimum of $1,000 per accident and permits employers with similar risk characteristics to pool premium and loss experience through loss prevention programs or safety groups.
