Appropriates $466,769,800 total to Illinois Department of Public Health for fiscal year beginning July 1, 2012, comprised of $125,717,600 in general funds, $117,004,700 in other state funds, and $224,047,500 in federal funds

Allocates funding across multiple departmental offices including Director's Office, Finance and Administration, Information Technology, Health Promotion, Health Care Regulation, Health Protection, Women's Health, and Preparedness and Response

Includes major expenditures for AIDS/HIV programs ($81.9 million), bioterrorism preparedness ($70 million), breast and cervical cancer screening ($19.7 million), and local health protection grants ($21.3 million)

Establishes funding for specialized programs including refugee health care, metabolic disease screening, lead poisoning prevention, immunizations, environmental health, and emergency preparedness initiatives
