Appropriates $54,957,500 total to the Department of Military Affairs for fiscal year beginning July 1, 2012, consisting of $14,888,900 in General Funds, $6,000,000 in Other State Funds, and $34,068,600 in Federal Funds.

Funds Office of the Adjutant General operations including personal services ($1,559,200), Lincoln's Challenge program ($2,200,000 from General Revenue and $6,600,000 from Federal Support Agreement Revolving Fund), and administrative expenses.

Funds Facilities Operations with $5,765,800 for personal services and $4,089,800 for contractual services from General Revenue Fund, plus $13,268,600 for Army/Air reimbursable positions from Federal Support Agreement Revolving Fund.

Appropriates $13,000,000 from Federal Support Agreement Revolving Fund for Army National Guard Facilities operations and maintenance under Cooperative Funding Agreements.

Allocates $1,000,000 from Military Affairs Trust Fund for youth programs, $5,000,000 from Illinois Military Family Relief Fund for grants to active-duty service members and their families, and $7,400 for historic artifact preservation; effective July 1, 2012.
