Appropriates $600,599,300 total to the Illinois Emergency Management Agency for fiscal year beginning July 1, 2012, comprised of $2,806,100 in General Funds, $48,752,200 in Other State Funds, and $549,041,000 in Federal Funds

Allocates $382,000,000 from the Homeland Security Emergency Preparedness Fund for terrorism preparedness and training costs, including $100,000,000 statewide and $282,000,000 for the Chicago Urban Area

Appropriates $127,000,000 from the Federal Aid Disaster Fund for federal disaster declarations and hazard mitigation programs for current and prior year expenses

Funds nuclear facility safety, radiation protection, environmental safety, and disaster assistance programs through various specialized funds including the Nuclear Safety Emergency Preparedness Fund and Radiation Protection Fund

Takes effect July 1, 2012
