• Allocates $641,364,400 from the Education Assistance Fund for personal services ($558,800,100), group insurance ($24,893,200), contractual services ($40,076,500), state contributions to Social Security and Medicare ($9,737,100), telecommunications ($1,800,000), and awards and grants ($6,057,500)

• Provides additional General Revenue Fund appropriations for the Prairie Research Institute ($15,826,500), University of Illinois Hospital ($45,000,000), and Hispanic Center for Excellence ($800,000)

• Appropriates funds from specialized state funds for the Illinois Fire Service Institute ($3,401,600), mosquito abatement ($200,000 each from Emergency Public Health and Used Tire Management funds), hazardous waste research ($425,000), and pharmacy practice education at the College of Medicine Rockford ($500,000)
