• Amends the Illinois Highway Code to require counties with a population of 2 million or more to obtain General Assembly approval before updating their long-range highway transportation plans.

• The county Board of Commissioners President must submit the proposed updated plan to Senate and House Transportation Committee Chairpersons at least 90 days before the annual update is due.

• The county Board of Commissioners President must present the proposed plan to both chambers' Transportation Committees at least 90 days in advance and answer members' questions.

• The General Assembly must approve or reject the proposed updated plan in whole by joint resolution at least 60 days before the update deadline.

• No state highway funds may be spent or appropriated on projects identified in the updated plan if these requirements are not met; takes effect immediately.
