SB3923: Seniors Pharmaceutical Assistance Relief Program Act

• Creates the Seniors Pharmaceutical Assistance Relief Program to be established and administered by the Department of Healthcare and Family Services beginning July 1, 2012, with cooperation from local area agencies on aging.

• Establishes eligibility requirements: applicants must be 65 years or older, domiciled in Illinois, have income at or below 200% of Federal Poverty Level, apply for federal Medicare Part D Extra Help (Low-Income Subsidy), and have maximum household assets of $13,070 if single or $26,120 if married.

• Requires applications for program benefits to be submitted electronically to the local Area Agency on Aging during periods prescribed by the Department.

• Authorizes the Department to adopt rules regarding applications, income counting, types of prescription drugs covered, and other operational requirements for cost-efficient program administration.

• Takes effect July 1, 2012.
