Illinois Commerce Commission shall require all regulated cable service and video service providers to submit annual reports by December 1, 2014 and each December 1 thereafter on procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises.

Reports must be submitted in searchable Adobe PDF format and express both procurement goals and actual spending as percentages of total work performed by each provider.

Each provider must include in its annual report the rules, regulations, and definitions used for procurement goals, plus the name and contact information for the staff person administering the programs.

Illinois Commerce Commission shall publish each annual report on its website and maintain reports for at least 5 years.

Report format shall be developed by the Commission in consultation with the Capital Development Board.
