Amends the Illinois Health Facilities Planning Act to expand annual capital expenditure reporting requirements for health care facilities.

Requires health care facilities to report whether they administered an affirmative action program for minority-owned, women-owned, veteran-owned, and small business enterprises.

Mandates facilities report the percentage of annual capital expenditures actually spent on minority-owned, women-owned, veteran-owned, and small business enterprises, respectively.

Applies to capital expenditures exceeding $200,000 (adjusted annually for inflation) submitted to the Health Facilities and Services Review Board.

Takes effect immediately upon becoming law; section scheduled to be repealed on December 31, 2019.
