Illinois Commerce Commission shall require all regulated telecommunication carriers to submit annual reports by December 1, 2014 and each December 1 thereafter on procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises.

Reports must be submitted in searchable Adobe PDF format and express goals and actual spending as percentages of total work performed by the carrier.

Each carrier must include in its annual report the rules, regulations, and definitions used for procurement goals plus name and contact information for the staff person administering these programs.

Commission shall develop proposed report format in consultation with the Capital Development Board and publish all annual reports on its website for at least 5 years.

Act takes effect upon becoming law.
