Requires the Illinois Commerce Commission to mandate all regulated railroads submit annual procurement reports by December 1, 2014 and each December 1 thereafter detailing spending on minority-owned, women-owned, veteran-owned, and small business enterprises.

Reports must be submitted in searchable Adobe PDF format and express both procurement goals and actual spending as a percentage of total work performed by each regulated railroad.

Each regulated railroad must include the rules, regulations, and definitions used for procurement goals, plus contact information for the staff member responsible for administering the programs.

The Illinois Commerce Commission, in consultation with the Capital Development Board, shall develop and issue a proposed format for all reports.

The Commission must publish all reports on its website and maintain each report for at least 5 years, effective immediately upon becoming law.
