Office of Inspector General must immediately notify law enforcement and State's Attorney when receiving complaints or reports of alleged abuse, neglect, or exploitation of adults with disabilities.

Upon death of an adult with disabilities with prior abuse/neglect/exploitation reports, Office of Inspector General must immediately report to law enforcement, State's Attorney, and coroner/medical examiner regardless of whether the complaint was substantiated.

Written death reports must include prior complaints, actions taken or not taken by the Office, investigating personnel names, and case numbers; Office must maintain copies and forward to Attorney General upon investigation completion.

Office of Inspector General must follow up on all deaths of disabled adults referred to law enforcement since 2003 and conduct detailed file reviews to determine if further action is needed.

Department of Human Services must implement service plans for substantiated cases within 14 calendar days, or within 2 working days in emergency situations.
