SB3939 - Homeless Veterans Shelter Act

• Requires homeless veterans performing services to be compensated at current prevailing wage rates.

• Mandates that training and education programs for homeless veterans sponsored by halfway houses, shelters, or transitional housing be licensed and certified by the State of Illinois.

• Establishes annual inspection requirements for all homeless veteran shelters by local health, fire, and building departments, with mental health services facilities also inspected by community mental health boards.

• Requires organizations providing job preparation, temporary labor, or job placement services to be licensed under the Day and Temporary Labor Services Act and Private Employment Agency Act.

• Sets program standards for shelters operated by local and non-profit entities, including meeting building requirements, demonstrating quality services, and cooperating with private agencies to serve homeless veterans.

• Effective January 1, 2013.
