Cedes concurrent jurisdiction to the United States over the Thomson United States Penitentiary site, comprising 146.541 acres in Carroll County, Illinois (located in sections 13 and 24, township 23 north, range 3 east of the fourth principal meridian).

Cession becomes effective upon the United States filing an acceptance with the Governor of Illinois in accordance with 40 U.S.C. 3112.

Federal jurisdiction automatically ends when the United States ceases to own, lease, or use the land or improvements for national purposes.

Preserves Illinois' concurrent jurisdiction over the described lands and prohibits the Act from depriving the State of any jurisdiction.

Takes effect immediately upon becoming law.
