Creates the Parents and Community Accountability Study Committee with 29 members appointed by legislative leaders, the Governor, state agencies, and public interest groups to study child and family welfare issues.

Committee shall examine racial and socioeconomic disparities affecting children's development, ways to increase parental accountability, and community investment in pro-social youth development.

Committee shall research supports needed for parents to develop skills for positive youth development and study systems to reduce violence in communities, homes, and schools.

Department of Human Services and Department of Children and Family Services shall provide staff and administrative support to the Committee.

Committee shall hold public hearings in legislative districts as needed and submit findings and recommendations to the General Assembly by December 31, 2012.
