Designates the new Interstate 70 bridge over the Mississippi River connecting East St. Louis and downtown St. Louis, Missouri as the Jerry F. Costello - William Lacy "Bill" Clay Sr. Veterans Memorial Bridge.

Honors Jerry F. Costello, born September 25, 1949, who served as U.S. Representative since August 9, 1988, and secured substantial federal funding for the bridge as senior Democrat on the Transportation and Infrastructure Committee.

Honors William Lacy "Bill" Clay, Sr., born April 30, 1931, who was elected as Missouri's first African-American U.S. Representative in 1968 and served 16 terms before retiring in 2001.

Requests the Illinois Department of Transportation erect appropriate plaques or signs at suitable locations identifying the bridge by its new name.

Directs that a copy of this resolution be presented to the Secretary of the Illinois Department of Transportation.
