Creates a 12-member General Assembly's Advisory Committee on Medicaid with equal representation from Senate and House majority and minority caucuses (3 members each).

Designates 2 co-chairs from the committee (one Democratic, one Republican) to lead the panel.

Committee shall study and make legislative and administrative recommendations on: Public Act 96-1501 Medicaid reform implementation, hospital and nursing home rate methodologies, Medicaid expansion planning, federal funding opportunities, long-term care rebalancing, and technology enhancements.

Requires minimum of 4 meetings per year, with members serving without compensation and the Department of Healthcare and Family Services providing administrative support.

Committee shall report findings and recommendations to legislative leaders (President of Senate, Speaker of House, and both Minority Leaders) as warranted.
