Renames a section of Interstate 64 between Exit 19A (Illinois Route 158) and Exit 23 (Illinois Route 4) as the Jessica and Kelli Uhl Memorial Highway.

Commemorates 18-year-old Jessica Uhl and 13-year-old Kelli Uhl, who were killed on November 23, 2007, when struck by an Illinois State Police vehicle traveling at 126 mph driven by a trooper using his onboard computer and cellular phone.

Requests the Illinois Department of Transportation to erect plaques or signs at suitable locations along the memorial highway in compliance with state and federal regulations.

Directs that a copy of the resolution be presented to the Secretary of the Illinois Department of Transportation and to the Uhl family.

Honors the girls' mother, Kim Schlau, who left her career to promote awareness of the dangers of distracted driving and reckless driving to police and first responders.
