Identifies the arsenal as a major economic engine with over 8,500 employees, more than 70 federal and commercial tenants, and approximately $1 billion in annual local economic impact affecting 14,000 community jobs

Notes the arsenal operates the Joint Manufacturing and Technology Center, one of the world's largest weapons manufacturing facilities with specialized expertise for small-quantity and specialty defense orders

Directs copies of the resolution to be delivered to the President, Secretary of Defense, and Illinois congressional delegation
