Designates the portion of Illinois Route 148 from Christopher through the Village of Sesser as the Army Specialist Travis Picantine Memorial Highway.

Honors U.S. Army Specialist Travis Picantine of Sesser, who died in service on November 10, 2009, after enlisting in 2007 and serving with the 10th Mountain Division's 1-32 Charlie Company.

Recognizes Picantine's military decorations including the Army Commendation Medal, Combat Infantry Badge, Afghanistan Campaign Medal with Star, and numerous other medals and ribbons earned during his service.

Requests the Illinois Department of Transportation erect plaques or signs at suitable locations along the highway to mark the memorial designation in compliance with state and federal regulations.

Directs presentation of the resolution to the Illinois Department of Transportation and the Picantine family.
