Directs the Illinois Student Assistance Commission to establish a task force to develop new rules for the Monetary Award Program (MAP) with the goal of improving student outcomes and degree completion rates.

Task force membership includes representatives from public universities, community colleges, private colleges, proprietary institutions, financial aid administrators, a current MAP grant recipient, the Community College Board, Board of Higher Education, Office of the Lieutenant Governor, and ISAC leadership.

Task force should consider three concepts: basing institutional MAP eligibility on student progress and degree completion rates; basing student MAP eligibility on demonstrated academic success; and basing institutional eligibility on commitment to providing institutional financial aid to students.

New eligibility criteria and measurement systems shall not take effect until Fiscal Year 2015 to allow adequate time for creation and implementation.

Task force must complete its work and report findings and recommendations to the General Assembly no later than January 1, 2013.
