Approves construction of an Illinois Route 53/120 northern extension through central Lake County, extending 12.5 miles north from Lake Cook Road to just south of IL-120, then east to US-41 and west to US-12.

Adopts principles and conclusions from the Blue Ribbon Advisory Council report, conditioning approval on the Illinois State Toll Highway Authority adhering to specified design principles, alignments, and environmental commitments.

Requests the Toll Highway Authority search for financing mechanisms consistent with those described in the Advisory Council report, with estimated roadway costs of approximately $2.2 billion in 2010 dollars.

Directs the Toll Highway Authority to routinely report to the Advisory Council on project progress and to use the Council's advice as it proceeds with implementation.

Expresses appreciation to the Toll Highway Authority for creating the Advisory Council and encourages quick action to implement the steps outlined in the Council's report.
