Illinois State Toll Highway Authority requested to build a northern extension of Illinois Route 53 through central Lake County, a project under consideration since the early 1960s.

Legislature adopts principles and conclusions from the Blue Ribbon Advisory Council report supporting construction of a road in the Route 53/120 corridor, conditional on the Authority adhering to design principles, alignments, and environmental commitments outlined in the report.

Illinois State Toll Highway Authority directed to cooperate with federal, State, and local governments to identify financing mechanisms consistent with those described in the Advisory Council report.

Illinois State Toll Highway Authority required to routinely report to the Advisory Council on project progress and to utilize the Advisory Council's advice during implementation.

Extension designed as a 21st century "modern boulevard" with a smaller footprint to minimize environmental impacts and preserve nearby community character while addressing congestion from Lake County's rapid development.
