Urges the President to declare an emergency and take action to maintain adequate water levels on the Mississippi River for commercial navigation due to 2012 drought conditions.

Requests the Army Corps of Engineers direct water releases from upper Missouri River reservoirs, as the Missouri currently contributes 78% of the Mississippi River's flow south of St. Louis compared to the normal 60%.

Calls for the Army Corps of Engineers to implement emergency measures including dredging and removal of rock pinnacles in the Mississippi River south of St. Louis.

Urges the Army Corps of Engineers to deviate from the Missouri River Master Water Control Manual operations when circumstances justify such deviation to address the water level crisis.

Directs copies of the resolution be delivered to the President, the Army Corps of Engineers, all Illinois Congressional Delegation members, and Governor Pat Quinn.
