Directs the Illinois Auditor General to conduct a performance audit of State moneys provided to the Neighborhood Recovery Initiative by the Illinois Violence Prevention Authority in Fiscal Year 2011.

Requires audit to examine purposes for which the $33.5 million in General Revenue Fund moneys were provided and the relationship between the Safety Net Works program and the Initiative.

Mandates review of monitoring practices by the Illinois Violence Prevention Authority, actual use of State funds, sub-recipients, employment purposes, and staffing information including positions, job titles, salaries, and timesheets.

Requires examination of supervisory structures, whether the Initiative met its stated purposes, staffing levels, hiring procedures, employee compensation, and compliance with applicable laws and agreements.

Directs the Illinois Violence Prevention Authority and other relevant State agencies to cooperate fully with the Auditor General and report findings in accordance with Section 3-14 of the Illinois State Auditing Act.
