Recognizes bicycling as a positive activity for children under 16 for transportation, exercise, recreation, and physical and mental well-being.

Notes that bicycle helmets reduce head injury risk by up to 88% and facial injury risk by 65%, yet only 20-25% of bicyclists wear helmets nationally despite 70% of fatal bicycle crashes involving head injuries.

Urges the Governor and Illinois Secretary of State to convene a task force of medical professionals, safety advocates, schools, and retail sellers to coordinate a public awareness campaign about bicycle helmet safety for children.

Urges Illinois schools under the State Board of Education to develop activities and programs encouraging child bicycle riders to wear helmets.

Directs delivery of the resolution to Governor Pat Quinn and Secretary of State Jesse White.
