Department of Insurance shall study the availability of manufacturer discounts and assistance plans for specialty-tier medications to individuals and employers.

Department of Insurance shall identify the percentage of small group and large group health plans in Illinois providing prescription drug benefits and evaluate plan options used to contain specialty drug costs.

Department of Insurance shall identify and evaluate options for reducing negative impacts of cost sharing, coinsurance, and specialty-tier pricing on patients.

Department of Insurance shall report findings, conclusions, and recommendations to the General Assembly by November 1, 2012.
