The Auditor General is directed to conduct a performance audit of State funds provided to the Neighborhood Recovery Initiative under the Illinois Violence Prevention Authority for Fiscal Years 2011 and 2012, which totaled at least $94 million in FY11 and at least $12.5 million in FY12.

The audit must examine the purposes of State funding, the relationship between the Safety Net Works program and the Initiative, and the Authority's monitoring of how Initiative funds were used.

The audit must review the actual use of State moneys by sub-recipients, including identification of all recipients, amounts, and employment purposes.

The audit must analyze Initiative staffing levels by organizational unit, job titles, salaries, timekeeping procedures, supervisory relationships, and hiring practices to determine if stated purposes are being met.

The audit must verify compliance with applicable laws, regulations, contracts, and grant agreements, with the Illinois Violence Prevention Authority and other relevant entities required to cooperate fully with the Auditor General's Office.
