Directs the Auditor General to conduct a performance audit of the Department of Public Health and Department of Healthcare and Family Services regarding implementation of Public Act 96-1372 (nursing home staffing requirements) and Public Act 96-1530 (nursing home bed tax).

Audit shall analyze problem nursing homes identified in press reports or by state agencies and assess resident care status before and after the two acts became effective.

Audit shall examine how much of the increased Medicaid rates funded by the bed tax are being used to meet new staffing requirements and whether increased funding led to improvements in problem nursing homes.

Audit shall review the Department of Healthcare and Family Services' administration of the bed tax and the Department of Public Health's implementation of staffing provisions.

Requires all relevant state entities to cooperate with the Auditor General and mandates the Auditor General report findings and recommendations in accordance with the Illinois State Auditing Act.
