Directs the Illinois Auditor General to conduct a performance audit of State moneys provided to Cook County through the Motor Fuel Tax in Fiscal Years 2012 and 2013.

Audit must determine the purposes for which State moneys were provided to Cook County and identify actual uses including sub-recipients and improvement locations.

Audit must evaluate monitoring conducted by both the Cook County Board of Commissioners and State agencies regarding use of the State-provided funds.

Audit must assess whether Cook County met or is meeting the stated purposes for which the State moneys were provided based on available documentation.

Requires Cook County and relevant State agencies to cooperate fully with the Auditor General's Office and directs the Auditor General to report findings in accordance with Section 3-14 of the Illinois State Auditing Act.
