Directs the Auditor General to conduct a performance audit of the Department of Commerce and Economic Opportunity, Department of Central Management Services, and Capital Development Board to assess compliance with Public Act 96-1064.

Public Act 96-1064 requires recipients of state grants or loans of $250,000 or more for capital construction or professional services to submit written certifications and business enterprise program plans for minority-owned, female-owned, and disability-owned businesses.

Audit shall analyze whether grant recipients have submitted required written certifications and business enterprise program plans as mandated by law.

Requires all entities with relevant information to cooperate fully and promptly with the Auditor General during the audit process.

Directs the Auditor General to commence the audit as soon as possible and report findings and recommendations according to Section 3-14 of the Illinois State Auditing Act.
