James M. Bailey Sr. of Alton died on August 10, 2012, at age 97 after a 73-year marriage to Mary Louise Simmons and fathering two sons.

Graduated from Vashton High School in St. Louis (1935), Lincoln University with a bachelor's degree in education (1939), and University of Illinois with a master's degree in science (1948).

Served the Alton school district in multiple roles including teacher, coach, principal, and assistant superintendent; the James M. Bailey Library at Alton High School was named in his honor in 2006.

Elected as Alton's first African-American alderman (served 10 years) and appointed as the city's first African-American comptroller (served 6 years); actively participated in numerous civic and educational organizations.

Illinois Senate mourns his passing and extends condolences to his surviving wife, two sons, four grandchildren, two great-grandchildren, and extended family.
