Directs the Auditor General to conduct an audit of the Department of Human Services (DHS) grant to Community Resource Associates (CRA) for transitioning residents from state developmental centers.

Requires the audit to examine whether CRA delivered required services, met grant requirements, and whether DHS assessed CRA's performance.

Mandates investigation into prior business relationships between CRA principals and Governor's office/DHS staff, and whether CRA has financial interests in community group homes receiving transferred residents.

Requires examination of whether competitive bid procurement procedures should have been triggered before DHS awarded the grant to CRA.

Requires DHS and relevant entities to cooperate fully with the Auditor General, with findings to be reported upon completion per the Illinois State Auditing Act.
