Illinois Department of Corrections is required to house a record inmate population of more than 48,000 in a system designed for 33,700, creating unsafe conditions with inmates housed in gymnasiums, dayrooms, and program rooms.

Senate Appropriations Committees shall jointly investigate misconduct and mismanagement within the Illinois Department of Corrections and require all relevant agencies to cooperate fully with the investigation.

Governor is urged to seek immediate resignations of the Director, Executive Chief, Deputy Chief of Operations, and Southern Illinois Deputy Director, and conduct an internal investigation into negligence and corruption.

Governor should not close proposed correctional facilities (including Tamms, Dwight, and Adult Transition Centers) to immediately mitigate severe overcrowding rather than exacerbate it.

Senate Appropriations Committees shall hold public hearings and issue a final report by September 1, 2013, with findings and a long-term plan for correctional facilities, inmate populations, and staffing needs, addressing topics including prison composition, geographic impacts, staffing levels, facility conditions, sentencing guidelines, and economic impacts of closures.
