Creates the Illinois Single Audit Commission to research federal grant administration practices and develop recommendations for uniform statewide grant administration standards.

Commission comprises representatives from 13 state departments/agencies (Aging, Children and Family Services, Healthcare and Family Services, Human Services, Public Health, Criminal Justice Information Authority, Commerce and Economic Opportunity, Transportation, State Board of Education, Student Assistance Commission, Agriculture, Environmental Protection Agency, and Natural Resources), plus up to 4 community organization representatives and 4 General Assembly members.

Commission must examine and recommend standards for grant administration across three phases: pre-award (application criteria, budget requirements, applicant qualifications), award-time (grant agreements, reporting, monitoring, payment methods, audit requirements), and post-award (closeout procedures, grant recovery, appeals process).

Report must be filed with the General Assembly by January 1, 2014, and include necessary statutory and rule changes for implementation.

Commission operates at no direct cost to the State with administrative support from the Governor's Office, and is automatically repealed on April 1, 2014.
