Requires all grantors of quitclaim deeds in counties with populations of 3,000,000 or more to sign or acknowledge their signatures before a notary public employed by the recorder's office.

Mandates grantors complete and sign an attestation swearing they read and understood the quitclaim deed conveys all their interest in the real estate to the grantee.

Exempts quitclaim deeds executed by financial institutions conveying their own interests from notarization requirements.

Allows exemption from office notarization if deed was executed before another notary due to grantor's health reasons or disability, provided a licensed physician's report documenting the condition and personal examination within 10 days prior is attached.

Authorizes recorders in qualifying counties to collect an additional $50 fee per quitclaim deed, with all fees deposited into the Recorder's Operation and Administrative Fund to offset costs of new duties.
