Amends the Small Business Contracts Act to establish a goal that at least 10% of the total dollar amount of State contracts be awarded as contracts or subcontracts to small businesses.

Adds definition of "subcontract" as a subcontract funded with State or federal funds, whether competitively bid or not.

Authorizes chief procurement officers to provide presentations during each fiscal year to educate small businesses about the State contracting process and how to apply for contracts.

Grants each chief procurement officer authority to adopt rules under the Illinois Administrative Procedure Act to implement and administer the Small Business Contracts Act.
