• Defines "net revenue" as total ticket sales minus prizes paid out and actual administrative expenses directly related to the game.

• Requires the Department of Revenue to adopt rules necessary to implement and administer the game and fund distribution.

• Amends the Illinois Lottery Law and State Finance Act to create the fund and establish this special lottery game as an exception to the normal distribution of lottery proceeds to the Common School Fund.
