Amends the Mental Health and Developmental Disabilities Administrative Act to authorize the Chester Mental Health Center facility director to use transport devices on civil recipients during off-site transportation to maintain custody and security.

Requires individualized physician review and approval of transport device use based on eight criteria including history of violence, escape attempts, trauma, and current medical status, with selection of the least restrictive device necessary.

Defines "transport device" as ankle cuffs, handcuffs, waist chains, or wrist-waist devices restricting range of motion, which must be approved by the Division of Mental Health and used only by trained qualified staff.

Mandates monthly record-keeping of all transports including those where transport devices were requested, denied, or used, with circumstances, timing, and any adverse events, accessible to oversight agencies upon request.

Requires staff transporting individuals to complete training in device use, recognizing distress signs, and monitoring the individual, with use of transport devices not considered restraint under the Mental Health and Developmental Disabilities Code.
