Increases maximum civil penalties for pawnbroker violations from $1,000 to $10,000 per day of violation.

Expands penalty authority to include violations of any State or federal law affecting pawnbrokers, not just Act violations.

Amends Section 4 to require pawnbrokers to deliver a signed memorandum to customers that includes the loan amount (removing reference to "value of things loaned").

Makes pronouns gender-neutral in pawnbroker documentation requirements by changing "him" to "him or her."

Establishes the Secretary of Financial and Professional Regulation as administrator of the Pawnbroker Regulation Act with powers to enforce regulations, impose penalties, revoke licenses, and conduct examinations.
