Amends the Counties Code to add Section 5-14008 granting joint regional planning commissions authority to acquire, hold, sell, and convey real property

Requires real property value to be determined by appraisal from a licensed appraiser under the Real Estate Appraiser Licensing Act of 2002, with the appraisal report available for public inspection

Permits commissions to purchase real property through installment contracts or financing arrangements with payment periods not exceeding 20 years

Applies only to joint regional planning commissions consisting of 3 or fewer counties that border the Illinois River, where at least one county has a population of 180,000 or more

Becomes effective upon becoming law
